Pixelate or blur: which hides better?

At strong settings both are unrecoverable. Pixelation also communicates: viewers see clearly that content was redacted, which builds trust in bug reports and tutorials. Use large blocks (40px and up) when secrecy matters.

Does pixelation leave any recoverable data?

At large block sizes, no: each block is an average, and the underlying detail is destroyed. At tiny block sizes (4–8px), determined reconstruction of simple text is occasionally possible. Size your blocks to the stakes.
