What percentage should I use?
For a phone photo heading to a website, 50% is usually right (4000px → 2000px). Thumbnails: 25%. There is no universal number. What matters is the final pixel count versus where it is displayed.
How does percentage relate to file size?
Pixels scale by the square of the percentage: 50% dimensions means 25% of the pixels, so roughly a quarter of the file size (before quality effects). Two halvings = one sixteenth of the bytes.
Can percentages exceed 100%?
Yes, for upscaling, with the usual caveat that interpolating beyond ~200% looks soft. Downscaling is the quality-safe direction; percentage scaling simply automates the ratio math either way.
